In fact, the ‘alwaysbecoming city’ has a long history as a trope for the city. Its finest and most famous formulation was certainly conveyed by the German art historian and publicist Karl Scheffler in this 1910 book where he wrote that ‘Berlin is condemned to always become and never be’ (transl. IF).x Scheffler’s dictum reflected critically on the social and urban transformations of Berlin since 1871 when it became capital of Germany. Scheffler characterized pessimistically Berlin by the arrivisme of new upcoming social groups, its lack of urban identity and the absence of a city centre (Schwartz, 2003)..
