Synagogues have disappeared through enemy action, old congregations are dissolved through dispersal, and communal activities essential to our religious welfare have been paralyzed.... The Jewish War-Fund for Religious Reconstruction, that I am herewith inaugurating, will render possible the 're-building' of some of those 'waste places' which my Religious Emergency Council deem to be or transcendent importance for our spiritual self-respect and self-preservation.
