This book aims to rescue from neglect a period of naval history having much in common with the Armada and Trafalgar campaigns,yet virtually unknown to the general reading public.For over 80 years (then 1979) no attempt has been made
to assess the importance of the battles of Barfleur and the Hogue,which saved England from invasion in 1692 by a Franco-Irish army already assembled in Normandy and from the danger of a second civil war had Jacobite sympathizers been given a rallying point.The account of naval operations is based almost entirely on contemporary sources and is set against the political background of the uneasy first five years of the English revolution.It leads to a more favourable view of Edward Russell,the English naval commander-in-chief,than has hitherto been accorded him.
The story of the struggle at sea that followed the flight of James II is of particular interest,not only to the naval historian,but also to the general student of war and international conflict.Many matters with which we are familiar in the twentieth century were already the subject of trial,of argument and of resolution in the seventeenth.The command and control of a large fleet,its relations with an allied navy,the degree to which a government might interfere in an admiral's conduct of operations,the defence of trade,the mounting of joint operations with the army,the administrative backing and finance for large naval and military forces - all these things and more find a place in the narrative.
