- which helped to shape his attitudes and to direct his actions.Though Peter is often made out to resemble a brilliant comet in European history,Professor Anderson is able to show that many innovations in the governing of Russia had
begun before his time,and argues that Peter is best understood in the perspective of Russian history as a whole.
