Vespasian Warner (1842-1925) was an American politician who served in the United States House of Representatives as a U.S. Representative from Illinois. President Theodore Roosevelt nominated Warner as U.S. Commissioner of Pensions who was in charge of an agency in the Department of the Interior that acted as the predecessor of today's Department of Veteran Affairs. Warner was Commissioner of Pensions between 1905 and 1909. In this letter, Warner writes to Hon. J. R. Knowland and tells him that the "claim for pension of William H. Buck, late Pri., Company Batty. G, Regiment 3 N. Y. Vol. L. A." has been approved at $6 per month. Buck had served in the Union Army as private during the Civil War. Records show he enlisted on March 29, 1864 at Waterloo and was mustered in that same day in Battery A and was later transferred to Battery D on April 17, 1864. Buck was transferred to Battery G on April 27, 1864 in which he served until July 7, 1865 when he was mustered out in Syracuse, New York. Buck lived in Vacaville, California. Battery G, the battery indicated in the letter, was also known as the 3rd Independent Battery, New York Volunteer Light Artillery; or, the New York Independent Light Artillery. The New York Light Artillery was first part of Company D, 2nd Regiment New York State Militia Infantry and was eventually mustered out of service on June 24, 1865.. Manuscript.
