Original publisher's beige paper wrappers. Text printed in black ink. No date, circa 1848. 5 3/4" x 9." Seven pages, complete. Pages are clean and intact overall except for browning throughout, light to moderate offsetting, small occasional spots of foxing or discoloration, some faint dampstaining limited to top and bottom edges, and moderate chipping and splitting along spine. A Very Good copy. A speech that was originally delivered before the United States House of Representatives on February 15, 1848 by Henry Nicoll (1812-1879), an American lawyer and politician. He served as a U.S. Representative from New York from 1847-1849. He was a Democrat. In this speech, Nicoll discusses the loan bill that was requested by President James K. Polk to make up for a deficiency in the national budget at the close of the present fiscal year. The bill had originally requested $18,500,000 but Nicoll states that this amount will likely be reduced to $16,000,000. Much of his speech discusses financial matters such as specific expenditures and the like, but he briefly references the Mexican-American War. He does not appear to be worried about the national deficit, in part, because he believes that Mexico will pay the U.S. as a form of indemnity following the war's conclusion. Nicoll also expresses general sentiments that support the Democratic Party and oppose the Whig Party.. Book. Book Condition: Very Good. Binding: Soft cover
