A speech that was originally delivered before the United States House of Representatives on February 16, 1848 by Charles S. Morehead (1812-1879), an American lawyer and politician. He served as a U.S. Representative from Kentucky from 1847-1851 and the 20th Governor of Kentucky from 1855-1859. He was a Whig for most of his political career but later joined the Know Nothing Party and was Kentucky's only governor to be elected from the latter party. During the Civil War, Morehead was a supporter of Kentucky's neutrality but also generally aligned with the South and opposed President Abraham Lincoln's administration. In this speech, Morehead discusses the proposed loan bill requested by President James K. Polk that would make up for a deficit in the national budget. The requested amount had originally been $18,500,000 but that amount, at the time of Morehead's speech, was reduced to $16,000,000. Morehead states, "I shall vote for this bill, although in my conscience I believe it is not enough." Morehead discusses the bill in a non-partisan, matter-of-fact manner. Most of his speech contains his thoughts on specific financial numbers, expenditures, and like matters.. Book. Book Condition: Very Good. Binding: Soft cover
