Pages are clean and intact except for light age toning throughout, small occasional spots of foxing or discoloration, small dampstains along spine, and moderate chipping and splitting along spine. A collection of four speeches that were originally delivered before the United States House of Representatives on April 3, 10, 11, and 21, 1848 by Thomas Henry Bayly (1810-1856), an American lawyer politician. He served as a U.S. Representative from Virginia from 1844-1856. He was a Democrat and a slaveholder. In his April 3 speech (Pages 3-5), Bayly addresses the question of slavery and generally supports it. He refused to comment upon the abolition of slavery in France. The recent French Revolution, briefly cited in this speech, led to the emancipation of slaves in all of the French colonies. Bayly proceeds to argue that the socioeconomic hardships of black people in Haiti and other parts of the West Indies are evidence that they had a better standard of living as slaves. He also claims that the Oge Rebellion (led by Vincent Oge, a Creole merchant) in Saint-Dominque is proof that freed slaves will indiscriminately seek revenge against white people. In his April 10 speech (Pages 5-11), Bayly continues the debate over slavery and abolition. According to him, British statesmen claimed that the abolition of slavery in Britain was a failure. Bayly, in addressing his Northern colleagues remarks, criticizes them for abolishing slavery in some of the Northern states but depriving them of the right to vote or interracially marry. He also briefly addresses a number of other topics including the Mexican-American War and the Oregon bill of 1845. In his April 11 speech (Pages 11-18), Bayly focuses on the fugitive slave laws. He references the "law of 1793" in relation to the subject. Bayly uses an anecdotal example of a freed African-American man in Ohio who apparently said he had more rights and respect as a slave in North Carolina than as a free man in Ohio. Also discussed are the laws of Massachusetts and rules of etiquette among Congressmen. In his April 21 speech (Pages 18-24), Bayly discusses the concept of "privilege" (which may relate to the "privileges and immunities" clause or House rules and procedures) as well as the history of the international slave trade and recent movements of abolition in Britain and the West Indies. Within Bayly's speeches are occasional interjections by his colleagues. Among the Congressmen whose lines of dialog are included herein are Messrs.
