Despite the title of this document, much of Hilliard's speech is about the recent territorial acquisitions from Mexico following the Mexican-American War such as Upper California, New Mexico, and Texas. Introductory statements in the speech appear to summarize that Hilliard did not wish to speak extensively about the Oregon bill at the time and instead wanted to discuss related territorial matters, hence his focus on the Mexican-American War land acquisitions. Hilliard also addresses the boundaries between New Mexico and Texas and references a recent treaty that, if ratified, would establish the Rio Grande as the west boundary of Texas. This speech was originally delivered before the United States House of Representatives on March 30, 1848 by Henry W. Hilliard (1808-1892), an American lawyer, politician, and diplomat. He served in the Alabama House of Representatives from 1836-1838 and as a U.S. Representative from Alabama from 1845-1851. During the Civil War, Hilliard became a colonel in the Confederate Army. Following the war, he served as a diplomat to Brazil from 1877-1881. In this capacity, he worked with Emperor Pedro II and Joaquim Nabuco to support the Brazilian abolitionist movement.. Book.
