An annotation on the front cover directs the reader to the maiden speech of Israel Pinshaw (State President's nominated member) to the President's Council. Pinshaw was unique as being a very visible member of the Jewish community in South Africa whilst still being a member of the National Party (notoriously anti-semitic). Included: a press-release announcing the President's Council recommendation to open small businesses to all races, a copy of the Association of Chambers of Commerce of South Africa pamphlet discussing the recommended changes, press-cuttings relating to the same.
