A fine copy of this excessively scarce 24pp. pamphlet, in the original buff printed wrappers as issued. A unique copy of these draft regulations, interleaved throughout with a neat handwritten version modifying and adapting the printed proposals. Although not stated, this copy came from the property of pioneer mining prospector Evelyn W.Smith, in whose hand all the manuscript notes are written. A printed note on the verso of the title states that "The following Draft Mining Regulations are published for general information, and will be submitted to the Government one month from this date......". It is possible that the handwritten version is Smith's suggestion for improvemnet of this draft. The pamphlet is one of the earliest publications printed in Johannesburg, and is not recorded in SABib, nor is it listed in any collection we can trace, and no copy appears to have surfaced in the market in the past 50 years.

A unique copy of these draft regulations, annotated throughout with a neat handwritten notes and corrections modifying and adapting the printed proposals. This copy came from the property of pioneer mining prospector Evelyn W.Smith, in whose hand all the manuscript notes are written: his ownership stamp is on the title page. A printed note on the verso of the title states that "The following Draft Mining Regulations are published for general information, and will be submitted to the Government one month from this date......". The printed version stops at clause 137; the handwritten extensions include clauses 138-141, the last of which states that these regulations came into operation on 1st September 1893. The pamphlet is one of the earliest publications printed in Johannesburg, and is not recorded in SABib, nor is it listed in any collection we can trace, and no copy appears to have surfaced in the market in the past 50 years.
