Original publisher's beige paper wrappers. Text printed in black ink. Several pages are unopened. 6" x 9." Fifty-nine pages, complete. Pages are very clean and intact except for a few wrinkles, light age toning throughout, slight offsetting from the text, and light foxing throughout. A Very Good copy. This is a collection of reprinted correspondence regarding the claims made by the State of Massachusetts for payment of the expenses of the militia during the War of 1812. The expenses include those for the service of the militia and supplies furnished. There are three main documents transmitted herein which are introduced by a letter of transmittal by acting Secretary of War George Graham to Speaker of the House Henry Clay. Graham summarizes the documents as follows: "The marked A, is a copy of the communication, with accompanying documents, made to this Department by James Lloyd and William H. Sumner, esquires, agents on the part of the state of Massachusetts. B, is a copy of the answer given by this Department to that communication; and C, is a copy of a communication made by the Secretary of War to the chairman of the Military Committee of the State ...." In addition to correspondence by Lloyd, Sumner, and Graham, there is also correspondence by William B. Giles, James Monroe, Theophilus Parsons, Samuel Sewall, Isaac Parker, Henry Dearborn, Massachusetts Governor Caleb Strong, Adjutant Generals John Brooks and William Donnison, William Bainbridge, Major General (11th Division) William King, and William Jones. The documents also address the right of the United States federal government to organize state militias for the purposes of defending against invasions as there appears to have been significant disagreements between Massachusetts and the federal government over the latter's organizing of the Massachusetts state militia..
